On June 17, 1971, True Parents broke ground for the construction of the Won Seongjeon (original sanctuary). True Parents said that this Cheongpyeong Training Center would become the final holy sanctuary in the providential history. From the beginning of the excavation work until the completion of the building, True Parents devoted extraordinary jeongseong (devotion), visiting the construction site every day to oversee the progress. Twenty-eight candidates for church leadership who had been attending a workshop at the Central Training Center in Guri, Gyeonggi Province, became members of the construction team. Living and working together at the site, they labored day and night. From building the retaining walls to carpentry, installing the ondol heating system, and digging the well, True Parents personally supervised and instructed every stage of the work.
At first, professional stonemasons were hired to build the retaining walls. However, whenever it rained, they failed to come to work, so True Parents personally took charge of the project. Leading the construction team themselves, they carefully taught the members how to place each stone and the proper techniques for building the wall. Following their guidance, the members completed the retaining wall. Later, during the rainy season, floodwaters rose until they covered the courtyard before suddenly receding. All of the retaining walls built by the professionals collapsed, whereas the wall built under True Parents’ direction remained completely intact. Everyone who witnessed this was astonished. Through this, True Parents demonstrated that, because their understanding of God’s world is so deep, anything can be accomplished if we become one with their shimjeong.
As construction neared completion, on July 6, 1971, the roofing panels that had been ordered failed to arrive. True Father personally went to obtain them, finally bringing it by boat at around 11:30 that night. The construction team worked in torrential rain to lay the panels and complete the roof. The finishing work was completed so quickly that people nearby referred to it as an enchanted building. Under the direct supervision of True Parents, construction continued despite the severe weather, and on July 12, the Won Seongjeon (original sanctuary) was completed, marking the beginning of the formation stage of CheonBo providence.
In the early 1970s, True Parents planned and conducted Divine Principle seminars for Christian ministers and university professors. On July 12, 1971, the very day that the Won Seongjeon (original sanctuary) was completed at the Cheongpyeong Training Center, a National Summer Workshop for Christian Ministers was held as scheduled with 28 ministers in attendance.

On July 10, 1972, True Parents went to the top of Mt. Jangrak and gave new names to many locations in the area. All of the new names began with Cheon (heaven) and they included names for a lake, a guest house, fifteen mountains, three plateaus and a riverside beach.
The renamed locations were Cheonshim Lake (天心湖), Cheonyu-jang Cottage (天遊莊), Cheonsa-jang Beach (天砂場), Cheonseung-dae Plateau (天勝臺), Cheonin-dae Plateau (天引臺), Cheonui-dae Plateau (天衛臺), Mt. Cheonan (天案山), Mt. Cheonmun (天門山), Mt. Cheonyeong (天迎山), Mt. Cheoneung (天應山), Mt. Cheonye (天譽山), Mt. Cheonhyeon (天現山), Mt. Cheonhyang (天向山), Mt. Cheonho (天好山), Mt. Cheonweon (天援山), Mt. Cheonsu (天守山), Mt. Cheonseon (天善山), Mt. Cheonryong (天龍山), Mt. Cheonseong (天聖山: Heaven’s Saint), Mt. Cheonseong (天城山: Heaven’s Castle) and Mt. Cheonseong (天成山: Heaven’s Fulfillment).
The Cheongpyeong holy ground is surrounded by mountains, and it is an example of the famous Geumhwanrakji (金環落地) in feng shui terms. True Parents named Mt. Jangnak, located to the east of the Cheongpyeong Training Center, Mt. Cheonseong (Heaven’s Saint). It is the highest mountain of the Cheongpyeong holy ground.
True Parents opened the first stage of ancestor liberation through the foundation of jeongseong (devotion) they had established at the Cheongpyeong holy ground, thereby laying the foundation for opening the gates of the spirit world. On August 5, 1973, under the direction of the True Parents, the liberation ceremony for the Moon Clan was held at the Cheongpyeong Training Center.

On May 1, 1975, under the direction of the True Parents, the Ceremony of Total Liberation was held at the Cheongpyeong Training Center. True Parents explained that they conducted this ceremony at the Cheongpyeong holy ground because it is the center of the international providential foundation, the place where all spiritual fortune converges, and the place where Heaven’s most important providential issues are to be resolved.
On November 2, 1978, at the Cheongpyeong Training Center, True Parents conducted the Ceremony to Proclaim the Liberation of the Moon Tribe and the World Tribe, proclaiming the liberation of both the Moon tribe and the tribes of the world. Through this providence, True Parents taught that the barriers of the spirit world had been broken down and that the spiritual and physical worlds had become connected as one, making it possible for ancestors to return freely wherever they were needed.
